Abstract
Abstract: This research has been implemented by using book references about the population of exceptional people are who those retarded people. Data of exceptional people in Indonesia are difference from one institusion to another institusion. Therefore to have acurate data of prevalence retarted people, it will use theoretical distribution of IQ score based on normal curve and low social competence or adaptive behavior. However child is different in some way from the “average” youngster, such a child may have problems or special talents in thinking, seeing, hearing, speaking, socializing or moving. They need special education varied from most intensive to mostintegrated, beside in Indonesia number of children who registered in school are still low. Government have to increase the number of school government of exceptional children, to help the parents who have exceptional childrent for going to school freely. Another case that government have to help private school by giving them fund. Hopely the number of student who enrol to school will increse.
