Evaluasi Implementasi Program Outsourcing di PT Elnusa Petrofin

Abstract


Tujuan penelitian ini adalah untuk memastikan bahwa pelaksanaan program outsourcing yang berjalan sebagai tujuan dan sasaran yang telah ditetapkan. Penelitian ini dilakukan di PT Elanusa Petrofin yang menggunakan outsourcing sebagai strategi untuk mengembangkan bisnisnya terutama sebagai distributor BBM. Kajian penelitian menggunakan metode evaluasi pendekatan CIPP. Data diambil dengan menggunakan pedoman wawancara, kuesioner dan studi observasi serta dalam analisis dokumen dengan metode deskriptif melalui diskusi dan triangulasi. Semua kegiatan data keputusan dilakukan kepada seluruh Pemangku Kepentingan. Komponen ke dalam aspek evaluasi (CIPP) dalam penelitian ini meliputi: Evaluasi Konteks (C): Pentingnya tujuan dan sasaran dalam pelaksanaan Program; Evaluasi Masukan (I): Strategi, prosedur dan kegiatan program outsourcing; Evaluasi Proses (P): Proses pelaksanaan outsourcing dan Manajemen Program dan Evaluasi Produk (P): Hasil dan Manfaat.  Temuan studi evaluasi, menemukan bahwa Program Outsourcing AMT, tidak berjalan sebagai tujuan dan target. Semua strategi, prosedur dan kegiatan yang telah dibuat tidak dilaksanakan sebagaimana mestinya.
