Analisis Pengembangan Kapasitas Aparatur Sipil Negara di Badan Kepegawaian Daerah Provinsi Bengkulu

Abstract


Aparatur Sipil Negara (ASN) merupakan sumber daya manusia yang sampai saat ini belum bisa tergantikan oleh apapun. Untuk memaksimalkan ASN tersebut penting adanya program  Pengembangan kapasitas Aparatur Sipil Negara (ASN) yang hendaknya dilakukan secara terprogram dan sistematis. Penelitian ini bertujuan untuk mengetahui sejauhmana pengembangan kapasitas ASN di Badan Kepegawaian Daerah (BKD) Provinsi Bengkulu. Penelitian ini menggunakan metode kualitatif, informan wawancara diambil sebanyak 10 orang dengan metode purposive sampling. Data penelitian bersumber dari data sekunder yang berasal dari laporan-laporan, berita maupun penelitian terdahulu. Sementara data primer berasal dari observasi dan wawancara serta diskusi kelompok. Hasil penelitian menunjukkan bahwa dilakukan dengan cara penugasan pegawai dalam pendidikan formal, pendidikan dan pelatihan yaitu Pelatihan Struktural, Administrasi PIM dan Pelatihan Teknis Fungsional. Selain itu keikutsertaan dalam seminar, lokakarya, workshop serta kursus, penataran, pelatihan.   Penelitian ini  berkontribusi pada  pemahaman tentang bahwa ASN penting mengembangkan kapasitas dirinya melalui pendidikan baik pendidikan formal maupun informal
